 ii. Qualifications and Requirements
 The applicant should hold a doctoral degree and have working experience in scientific research for more than two consecotives years, and should, in principle, hold associate professorship or above (or an equivalent title) in a prominent overseas university or research institution.

The applicant should be academically advanced, have chaired key scientific projects, and have published several influential academic papers on core journals; or the applicant should master key technologies, and possess major invention patents; or the applicant have made innovative accomplishments on the practical application of crucial scientific and technological achievements. The scientific research achievements, which should be no intellectual property protection disputes, should reach the international advanced level and be greatly influential in the subject areas.

The candidate is in good health and of less than 45 years old are preferred.

II. Outstanding Young Scholars with Doctor's or Post-Doctor's Degree
i. Fields of Recruitment
Basic Medicine; Clinical Medicine; Pharmacy; Stomatology; Laboratory Medicine; Chinese and Western Integrative Medicine; Health Care Management or related fields.
ii. Qualifications and Requirements
The applicant should be a doctoral researcher or a post-doctoral researcher in a prominent overseas university or research institution.
The applicant should have published influential academic papers for which the IF of one is 5 or above and the IF of all papers is 20 or above in the past 5 years.
The candidate is in good health and of less than 35 years old are preferred.

III.  Dean of the College of Nursing
Fields of Recruitment: Nursing or related specialties.

IV. Director of Institute of Medical Education
Fields of Recruitment: Medicine or related specialties.

V. Director of Modern Educational Technology Center
Fields of Recruitment: Computer Science and Technology or related specialties.

VI. Head of the International Office

Qualifications and Requirements for the Positions III-VI
The applicant should be acquainted with the general rules and principles of higher education and the present situation of domestic higher education as well. The applicant should be ideologically and politically and theoretically qualified to fulfill the demands for developing a top-class medical university. The applicant should be of high creativity, team-work spirit and professional dedication spirit.

The applicant should have rigorous academic attitude and good morality; have international vision and strong ability of coordination and decision-making.

The applicant should hold a formal teaching or research position of related subjects for no less than 5 years. The applicant should have attained achievements broadly recognized by experts at home and abroad in the corresponding disciplines and have a good academic reputation.

The applicant should in principle hold a doctor’s degree and tenured associate professorship or above in a prominent university or an equivalent title in a prominent research institution.

The applicant should be in good health and under the age of 50  for male and 45 or under for female. Exception may be made for applicants who have acquired prizes for the outstanding contributions in related disciplines.

The applicants for the positions of director of Institute for Medical Education and head of the International Office, should in principle have the background of full-time undergraduate medical education.

Type of Employment
Full time. Chinese applicants’ personnel files will be transferred to the university. Foreign applicants are expected to work in Dalian Medial University for at least 9 months annually after recruitment.

  Provisions of Qizhen Program(for Trial Implementation)
 
The Recruitment Program of Outstanding Talents, named after Shen Qizhen, first president in DMU

To fulfill the demands for developing a top-class faculty and a comprehensive implementation of the strategies for developing an eminent medical university by recruiting talents, Provisions of Qizhen Program are issued. It is directed at inviting applications from domestic and overseas talents to promote teaching, scientific research, medical services, and discipline construction, which, ultimately, enhances academic influence and competitiveness of the university.

I High-end talents
Applications from the following applicants are preferred:
1. Type 1: Members of Chinese Academy of Sciences or Chinese Academy of Engineering, or world-class talents for research in science and technology fields.
2. Type 2: Special-term professors on The Thousand Talents Scheme, or professors (or an equivalent title) from prestigious overseas universities.
3. Type 3: Distinguished professors of Cheung Kong Scholar’s Program, winners of “National Science Fund for Outstanding Young Scholars”, associate professors (or an equivalent title) in a prominent overseas university, or overseas clinical specialists (or an equivalent qualification).
4. Type 4: Young and middle-aged experts with outstanding contributions, the state candidates of “Millions of Talents Project in the New Century”, members of “the Hundred Talents Program”of the Chinese Academy of Sciences, leading specialists of national key disciplines, directors of national key laboratories, recipients of National Distinguished Teacher Awards, or assistant professors (or an equivalent title) in a prominent overseas university.
5. Type 5: Candidates for “New Century Excellent Talents Supporting Plan”of the Ministry of Education, prize-winners of “Outstanding Young Teachers in University”of the Ministry of Education, provincial outstanding experts, scholars in “the Climbing Program”of higher schools, leading specialists of provincial and ministerial key disciplines, directors of provincial and ministerial key laboratories, candidates of the National Recruitment Program for Young Professionals, post-doctors under the age of 45 from prominent overseas universities or research institutions (or senior scientists or researchers, who have published influential academic papers for which the IF of one is 10 or above and the IF of all papers is 30 or above in the past 5 years).

II     The Mode of Talent Recruitment
Open recruitment and full time in principle. High-end talent candidates are in need, thes are crucial for the development of disciplines, are introduced in accordance to a flexible recruitment system, in which a new employment agreement is made without applicants’ personnel files and wage relation being transferred in for the sake of ensuring the completion of the given tasks of scientific research, teaching and medical tasks. The flexible recruitment includes: scientific research cooperation, efforts made to tackle key technical problems, academic exchanges, and the co-training of graduates. It is a part-time collaboration, either seasonal or short term, in which, the candidates can work both for 6 months or more, and more flexibly for 2-3 months or more.

III    Salaries and Benefits 
Type 1:
       1. The remuneration package or payment methods will be negotiated.
       2. As the core researcher, the applicant will be provided with an academic team, research assistants, and a start-up fund on a team basis.
       3. RMB 10,000,000-15,000,000 yuan will be provided as scientific research start-up foundation.
       4. Transport services will be offered.
       5. RMB 2,000,000-2,500,000 yuan is provided as settling-in allowance or otherwise expert apartments will be offered.
       6. For the newly recruited talented people, the university will offer employment to their spouses and help their children succeed in landing jobs.
Type 2:
       1. The yearly salary is RMB 800,000-1,000,000 yuan.
       2. We help set up independent laboratories and organize academic teams and provide research assistants.
       3. RMB 5,000,000-10,000,000 yuan will be provided as scientific research start-up foundation.
       4.RMB 1,500,000-2,000,000 yuan is provided as settling-in allowance or otherwise expert apartments will be offered.
       5.The university will help their schooling children get enrolled in schools and at the same time help their children or spouses land employment.
Type 3:
       1. The yearly salary is RMB 500,000-800,000 yuan.
       2. RMB 3,000,000-5,000,000 yuan will be provided as scientific research start-up foundation.
       3. RMB 1,000,000-1,500,000 yuan is provided as settling-in allowance or otherwise expert apartments will be offered.
       4. The university will help their children get enrolled in schools and at the same time help spouses land employment depending on the specific circumstances.
Type 4:
       1. The yearly salary is RMB 300,000-500,000 yuan.
       2. RMB 2,000,000-4,000,000 yuan will be provided as scientific research start-up foundation.
       3. RMB 700,000-1,000,000 yuan is provided as settling-in allowance or otherwise a 180-square-meter teachers’ apartment will be offered.
       4. The university will help their children get enrolled in schools and at the same time help spouses land employment depending on the specific circumstances.
Type 5:
       1.The yearly salary is RMB 250,000-300,000 yuan.
       2. RMB 1,000,000-1,500,000 yuan will be provided as scientific research start-up foundation.
       3. RMB 500,000-700,000 yuan is provided as settling-in allowance or otherwise teachers’ apartments will be offered conforming to relevant policies of the university.

IV   Responsibilities
Type 1:
       Responsibilities will be negotiated in accordance with the needs of the work.
Type 2:
       1. Being responsible for the instruction of core courses and frontier theories of their disciplines.
       2. Leading the development of disciplines, coordinating the teams to make breakthroughs and obtaining international innovative research achievements.
       3. According to “the National Medium and Long-Term Science and Technology Development Plan”, actively planning and chairing international joint projects, major national research projects, or cutting-edge research topics exerting a significant influence on economic and social development, which have harvested tremendous economic and social benefits.
       4. Actively seeking and making use of superior resources, leading the team members to conduct highly effective research cooperation and exchanges with overseas famous universities and research institutions, and making outstanding contributions in the cultivation of high-level innovative talents.
       5. Other responsibilities specified in the contract.
Type 3:
       1. Being responsible for the instruction of core courses and frontier theories of their disciplines.
       2. Having a precise insight into disciplinary development and guiding team members to make innovative achievements on the frontier of their disciplines broadly recognized by experts at home and abroad in the corresponding disciplines.
       3. Actively applying for and undertaking international joint projects, major national research projects and or cutting-edge research topics that exert a great influence on economic and social development, which have harvested remarkable economic and social benefits.
       4. Actively carrying out international cooperation and exchanges, fostering high-level innovative talents, and establishing high level scientific research teams.
       5. Having teamwork and striving spirit, being good at supervision and leadership, excelling at cultivating young talents, giving priority to the training of an academic echelon, and leading an innovative team to tackle scientific challenges.
       6. Other responsibilities specified in the contract.
Type 4:
      1. Being responsible for the instruction of core courses and frontier theories of their disciplines.
      2. Having a precise insight into disciplinary development, coming up with strategic, proactive, creative, and feasible research topics, with an endeavor to harvest remarkable fruits.
      3. Playing a leading role in applying for and completing national major and key scientific research projects.
      4.Taking a vital part in establishing a high-standard academic echelon and promoting the overall development of their disciplines.
      5. Other responsibilities specified in the contract.
Type 5:
      1. Being responsible for the instruction of core courses and frontier theories of their disciplines.
      2. Applying innovative and strategic thinking to the discipline research.
      3. Playing a central role in applying for national research projects and major scientific research projects at the provincial level.
      4. Stressing the building of an academic echelon, carrying forward the spirit of cooperation, hard work and devotion, playing a major role in promoting the overall development of their disciplines.
